Please can anyone advise what is the appropriate mileage rate to reimburse clergy for car travel? Is this affected if the clergyman has a car loan from the "Church Commissioners Car Loan Scheme"?

You'll find the answer here: http://www.hmrc.gov.uk/manuals/eimanual/EIM31240.h tm

40p for the first 10,000 miles/year, 25p thereafter. The car loan is a completely separate issue, as long as the church is not paying the interest on the loan in which case its a taxable benefit.
